In terms of environmental protection policies and regulations, national and local environmental protection departments successively issued a number of policies, laws and regulations for emission reduction and governance in 2011. For example, the Ministry of environmental protection issued the 12th Five Year Plan for national environmental protection, which mentioned that the main objective of environmental protection during the 12th Five Year Plan period is to significantly reduce the total emission of major pollutants; The environmental safety of urban and rural drinking water sources has been effectively guaranteed, and the water quality has been greatly improved; Heavy metal pollution has been effectively controlled; Significant achievements have been made in pollution prevention and control of persistent organic pollutants, hazardous chemicals and hazardous wastes; The construction and operation level of urban environmental infrastructure have been improved; The deterioration trend of ecological environment has been reversed; The nuclear and radiation safety supervision ability has been significantly enhanced, and the nuclear and radiation safety level has been further improved; The environmental supervision system was further improved. 1.2 industry operation

according to incomplete statistics, there were about 200 enterprises (including integrators) producing automatic monitoring systems for waste gas and wastewater in China in 2011, which remained basically stable compared with the previous year. Among them, 120 enterprises produce waste gas monitoring systems and 80 production waste water monitoring systems, and more than 20 of these 200 enterprises are wholly-owned or joint ventures. According to the statistics of the environmental monitoring instrument Committee of China Environmental Protection Industry Association, the total sales of environmental monitoring equipment in the environmental monitoring instrument industry in 2011 reached 3.2 billion yuan, a decrease of 8.6% compared with 2010. The annual total profits and taxes reached 1.34 billion yuan, a decrease of 6.0% compared with 2010 (see Figure 1 and Figure 2)

From the analysis of the sales revenue of the top 10 enterprises, there is little change compared with 2010, which also reflects that these enterprises are more mature and stable in operation, and their anti risk ability is greatly improved

The overall export contract amount of the industry in 2011 was basically the same as that in 2010, with a slight decrease. The absolute number is still small, accounting for only about 1% of the total sales of monitoring equipment. According to statistics, by the end of 2011, the total number of employees in the industry increased by 27.4% over 2010 (see Figure 3). The increase in employees also reflects the confidence of industry enterprises in the future development of the industry

the above data shows that after the large-scale construction of pollution source side monitoring instruments during the Eleventh Five Year Plan period, the market demand for monitoring instruments (especially automatic pollution source monitoring instruments) in 2011 has stabilized, and in the 12th Five Year Plan, Ammonia nitrogen and nitrogen oxide emission reduction tasks have been added. Due to the relatively simple installation and implementation conditions of ammonia nitrogen monitoring instruments, many regions have gradually begun to promote the installation work, resulting in a certain market demand; In addition, there is still a large market demand for CODcr monitoring instruments, mainly because the service life of CODCr monitoring instruments is relatively short, some equipment installed a few years ago has reached the service life, coupled with the strengthening of the review of monitoring data in various regions, and some equipment that cannot operate stably has been eliminated and replaced. These factors also lead to a large market demand, coupled with the strengthening of the national requirements for heavy metal prevention and control, The market for heavy metal detection equipment in water quality is also gradually increasing. These factors made the sales of water quality monitoring instruments in 2011 increase by 10.6% compared with 2010. Although the emission reduction indicators of nitrogen oxides have also been added in the 12th Five Year Plan, due to the large investment and long construction cycle of the denitration project, the demand for nitrogen oxide monitoring instruments will increase significantly with the implementation of the denitration project. Therefore, the sales volume of smoke and dust monitoring instruments decreased by 22.6% compared with 2010. From the above data, we can also find that the production quantity and sales quantity of industrial instrument products are basically the same, which indicates that all enterprises in the industry basically adopt the mode of production according to order to reduce the occupation of inventory funds. The data also shows the particularity of the environmental monitoring instrument market, which is different from other industrial product markets. On the other hand, it can also be reflected that the production capacity of most enterprises in the industry has not yet reached the optimal state, and the industry has a certain degree of overcapacity

1.2.2 analysis of industry costs and profitability

from the analysis of industry sales revenue and sales volume in 2011, the industry sales revenue in 2011 decreased slightly compared with that in 2010, the number of smoke and gas instruments in the sales volume of industry products (sets/sets) decreased, and the sales volume of water quality monitoring instruments increased slightly. As the price of a single set of smoke and gas monitoring instruments is higher than that of water quality monitoring instruments, it can be concluded that the average sales price of a single set of instruments is basically maintained at the same level compared with 2010
